Gmod broken please help!

So, I'm not sure if this is the correct place to post this. If not I apologize.

I've been having a nightmare of a time trying to get to the bottom of this issue with my GMOD.

Whenever I launch the game there is no menu on start up. Nothing, its not hidden due to resolution or anything like that. The console comes up when you hold ~ but all it gives me is "Parent cvar in server.dll not allowed (p2p_enabled)". I've attempted to verify game files and re-downloaded both GMOD and CS source. I tried removing all add ons. I even tried the factory default reset in the game files. All for not. Nothing changes, the game has no start up menu, I cannot connect to servers via console either.

The only glimmer of hope is when I used a VPN and for a split second I saw workshop items attempting to install but it disappeared in seconds and now I don't get anything with or without VPN. I am at my wits end. I've tried every possible option I can think of and I don't see anyone else with this issue. Please if you know anything or have any ideas please let me know!

Sits like this for ever. Background changes but menu never shows up. Let this run overnight, nothing.
