Help with Non-physics Bone Posing

A whole helluva lot of models (i.e. the TF2 models) have no-phys clavicles that can't be moved with the ragdoll mover (I'm mostly concerned w/ clavicles, but this also sometimes applies to the neck). Of course, when using the advanced bone tool, the child bones (in this case, the rest of the arm) don't move. I'd say it's damn near impossible to make a convincing pose without being able to move the clavicle, so it's a pretty big deal. Do any posers have good techniques to address this problem?
