Blood not spawning on npcs heads

When I went into sandbox and shot an NPC I noticed that the blood effect would spawn everywhere but the head, and it was only on the default Citizen models. Even with the rebel models it would spawn on their beanies but not their heads. Every other basic npc doesn't have this problem as far as I'm aware. Any suggestions??
