Friend couldn't join my local server

I set up a gmod server on my machine so a bunch of friends and myself could play prop hunt together. Everyone except for one person was able to join and play with no problem. The friend who wasn't able to join kept getting some message about downloading lua files while connecting and it would just hang there. I saw messages in the server console that he was connected but he never actually made it in to the game.

Has anyone seen this kind of behavior before? Any idea what might cause it? I'm assuming it has to be some network related issue on his end but I don't know what that could be. Any help or advice would be appreciated!

I couldn't find this question anywhere, I was wondering what decides where a game mode is placed. Like would it be the folder name of that specific gamemode or would it be the game mode's name. I'm 80% sure it's the folder name just need some sort of confirmation.
